Blueprint Work Plan
The Blueprint to End Homelessness is a comprehensive framework for a more effective homeless assistance system in Indianapolis; however, it lacks specific process steps and benchmarks to convert a service provider’s existing system to the Blueprint vision.
Implementation of the Blueprint may require adjustments and changes within individual programs. Providers and donors recognized the need for a concrete and detailed strategy, and they worked with CHIP to develop the Program Models Matrix.
The Program Models Matrix is meant to describe how each component of a provider’s program fits into achieving the larger goals of the system and the Blueprint, and it defines how each component should work in order for the entire system to be effective.
The Program Models Matrix describes the types of programs that will be needed in the future homeless assistance system. Several sections describe the different components of the homeless assistance system: Prevention, Outreach & Engagement Services, Emergency Shelter, Permanent Housing, and Wraparound Supportive Services.
