Besides its housing recommendations, the Blueprint to End Homelessness calls for:

• Developing neighborhood initiatives to prevent homelessness
• Developing a well-coordinated approach to outreach that emphasizes moving homeless people off the street and into appropriate housing
• Increasing employment opportunities for homeless people
• Increasing access to information about available housing and services and improving referrals to these resources
• Assisting homeless youth to obtain housing and services
• Assembling a crisis response team and crisis stabilization programs to help mentally ill and chronically addicted people maintain their housing
