Continuum of Care Builds NOFO

The Continuum of Care Builds (CoC Builds) program provides funding for competitive grants for the new construction, acquisition, or rehabilitation (capital costs) of new permanent supportive housing* (PSH) units with other funding sources to maximize the amount of housing that can be directed to meet the needs of homeless individuals and families.

*PSH is defined at 24 CFR 578.3 as permanent housing in which supportive services are provided to assist homeless persons with a disability to live independently.

CoC Builds NOFO Announcement

On June 23, 2026, the U.S. Department of Housing and Urban Development (HUD) published the Continuum of Care Builds (CoC Builds) NOFO. Under this funding opportunity, HUD will provide funding to communities for the new construction, acquisition, or rehabilitation (capital costs) of new permanent supportive housing (PSH) units. The community’s response is due by Thursday, July 23, 2026 at 8:00 PM ET.

The project application is due locally by July 15, 2026, at 11:59 am. The completed application must be sent to CoCNOFO@indy.gov.

The Indianapolis CoC will host open office hours to answer questions for applicants. These open-door office hours for applicants who have questions to get guidance and technical assistance from representatives from the Indianapolis CoC and the City of Indianapolis who will not review applications. These open office hours will be held virtually and are open for applicants to enter at any time during the open zoom room.
