2026 HUD CoC Program Competition

Letter of Intent (LOI)
- The Renewal Project LOI is a mandatory form for Renewal, DV Bonus, and YHDP projects that will expire in calendar year 2027. Organizations must submit an LOI form for each project that will expire in calendar year 2027, indicating whether the organization would like to renew the project. If a project does not want to renew, a Renewal Project LOI must be submitted.
- The New Project LOI is an optional but highly recommended form for new projects. This information is only used for planning purposes, and your organization is under no obligation to complete an application after filing a letter of intent with the Indianapolis CoC.
- Renewal Projects wishing to change their renewal project to a different project component type should complete a Renewal Project LOI and a New Project LOI. This not only alerts the CoC to a change but also provides details to expect as part of it.
LOIs must be submitted using the templates linked above. Prior to submitting an LOI, it is recommended that organizations review the following resources in detail to ensure that their proposal meets CoC program requirements and Indianapolis CoC standards for providing assistance:

- Note: This guide was developed for the FY21 CoC Program Competition. Information may be outdated. Transition project eligibility and requirements for the upcoming competition must be described in the FY26 NOFO.
Completed LOIs must be emailed to CoCNOFO@indy.gov no later than 12:00 noon on Friday, May 15, 2026. Please submit questions to CoCNOFO@indy.gov, allowing 1-2 business days for response.
In advance of the new project application release, DMD and CHIP will host two opportunities for LOI respondents to meet to discuss their proposed project and coordinate with other provider/applicant agencies as needed. These convenings are optional and will take during the following times:
- May 26th between 9am-noon (location/format TBD)-CANCELLED
- May 27th between 1-4pm (location/format TBD)-CANCELLED
A final meeting schedule, time, and location for the two convenings listed above will be determined once all LOI responses are received.
2026 Scoring Tool
Note: Reminder, we should NOT be using services we provide as mainstream or non-cash benefits.
On April 22nd, the Provider and Non-Conflicted Workgroups met to discuss necessary revisions to the scoring tool for the FY26 NOFO competition. The following recommendations were incorporated into the revised scoring tool linked below:
- Remove mainstream benefits measure
- Maintain benchmark scoring rather than aligning ranges with actual HMIS data
- Combine earned and unearned income into one “total income” measure
- Increase the age to 19+ for income measures
- Add bonus points for educational attainment
- Reduce the point value associated with the TH portion of unit utilization for joint TH-RRH programs
2026 New Project RFPs
The U.S. Department of Housing and Urban Development (HUD) has opened the FY2026 annual Continuum of Care (CoC) Notice of Funding Opportunity the FY2026 annual Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) competition. This annual funding competition helps bring millions of dollars to communities across the country to promote community-wide strategies to end homelessness. CoC’s submit a single consolidated application for new and renewal projects. The Indianapolis CoC has released the new project Request for Proposals and supplemental materials.
The submission deadline for the Indianapolis CoC New Project Application is June 22, 2026, by 7:59 AM. All materials must be submitted to CoCNOFO@indy.gov.
The Department of Metropolitan Development will hold a webinar on the application materials on June 11, 2026, at 1 PM. There will also be two open-door office hours on June 11th and June 16th for applicants seeking guidance and technical assistance from representatives of the Indianapolis CoC and the City of Indianapolis. These meetings will be held virtually and are open for applicants to enter at any time during the open room. Please see links below to join.

Want to attend the monthly NOFO Meetings?
The purpose of the Monthly NOFO Meeting is to provide a space to learn and discuss all updates and questions surrounding the NOFO Process. If you are currently receiving federal CoC funding or plan to apply for CoC funding through the NOFO Process, these meetings are held monthly throughout the year.
Per the NOFO policy, Providers seeking to renew their active CoC project must attend at least 85% of the scheduled CoC Provider Input Workgroup meetings. This requirement may be satisfied through attendance by at least one organizational representative.
Please note, it is your responsibility as an organization to determine who you would like to attend this meeting and ensure effective internal communication to all relevant parties.
