In 2026, the Indianapolis Department of Metropolitan Development, as the Indy CoC’s Collaborative Applicant, was awarded Unified Funding Agency (UFA) designation by HUD. UFAs are the sole grant recipient for the CoC. CoCs that gain UFA status can access additional benefits and flexibilities to improve local processes.
What is a UFA?
UFA Timeline 2026
DMD, in coordination with the Indy CoC, will be conducting the following process this fall to provide information about the impact of UFA status and reach consensus on the CoC’s new program year operating start date.

DMD provided an overview of UFA status at a public info session held on September 10th, 2026. The session outlined UFA status and its associated benefits, describing the anticipated transition process, beginning discussions about setting a new program start date, and lists the policies that must be developed in coordination with the CoC.
Following this session, DMD will invite CoC members to submit written questions and will publish an FAQ by Friday, Oct. 2nd. Two office hours will be available to address CoC member questions on Tuesday, October 6th at 2pm-3pm and Wednesday October 7th at 9am-10am.
Please click the buttons below to join.
Following these office hours, the Indy CoC will conduct a voting process to determine the new program start date.
DMD, CHIP, and the Indy CoC welcome the active participation of all CoC members and strongly encourage engagement from provider agencies.
Please email CoCNOFO@indy.gov with questions about this process.
