Plan to End Veteran Homelessness


We believe veterans have the right to be housed and connected to care.

CHIP, Indianapolis’ Roudebush VA Medical Center, the City of Indianapolis, and the Indianapolis Continuum of Care are collaboratively implementing strategies to end and prevent veteran homelessness. In conjunction with the Indianapolis Community Plan to End Homelessness, the plan for Veterans identifies strategies and action steps that address the unique needs of Veterans experiencing homelessness in our community. The community’s broad definition of Veteran includes all individuals who have served in the armed forces regardless of their length of service or discharge status. Our focus is on:

  • Ending unsheltered veteran homelessness
  • Ending chronic veteran homelessness
  • Addressing long-term veteran homelessness
  • Preventing veterans returning to homelessness

Indianapolis has adopted the U.S. Interagency Council on Homelessness Criteria & Benchmarks, and are pursuing these standards as measurements of our community’s performance.
