On Monday night, the Indianapolis City-County Council passed Proposal No. 76 which amends the City's Homeless Bill of Rights. Here is a statement from CHIP's Executive Director, Chelsea Haring-Cozzi clarifying a few things:

The Day 1 Families Fund supports organizations that are making measurable progress on family homelessness, and we are excited to be included among them. We are excitedly working on plans to utilize this generous investment. We thank the Day 1 Families Fund for their support and look forward to continuing to serve and provide stability for families in our community, especially as we all recover from the uncertainty caused by the COVID-19 pandemic.
In response to COVID-19, CHIP and service providers collaborate with the City of Indianapolis to execute new format, add hotel rooms to keep neighbors experiencing homelessness safe during the cold weather months
INDIANAPOLIS (November 6, 2020) – COVID-19 has brought new challenges to protecting individuals experiencing homelessness in Marion County during the cold weather. To ensure men, women, and families are safe and to avoid outbreaks of the virus, the Coalition for Homelessness Intervention and Prevention (CHIP) and Wheeler Mission have partnered with the City of Indianapolis to provide a new format and expanded services in its 2020 Winter Contingency Plan. The annual plan serves as a guide to prevent people experiencing homelessness from serious harm or death during the winter season and is active from Nov. 1, 2020 – March 31, 2021. The Indianapolis Community Plan to End Homelessness 2018 - 2023, a five-year plan that includes a set of long-term solutions providing the types of systemic reforms necessary to take a truly collaborative approach to end homelessness in our community and serve as a catalyst to developing real solutions for this urgent need. This plan is written and launched by the Indianapolis Continuum of Care and CHIP. The goal of the five-year plan is that by 2023, any individual or family in Indianapolis who become homeless will spend no more than 30 days without a permanent, safe, affordable place to live. On August 2, the Indianapolis Continuum of Care and the Coalition for Homelessness Intervention & Prevention (CHIP) launched the first ever Indianapolis Coordinated Community Plan to Prevent and End Homelessness for Youth and Young Adults (YYA). The plan, which as created in collaboration with the Homeless Youth Task Force and Youth Action Board includes an assessment, plan, philosophies and models that will bring the community together to act and end YYA homelessness in Indianapolis by July 1, 2022.
Ending homelessness can be done, says Rodney Stockment, the City of Indianapolis’ Senior Strategy Director for Homelessness, adding that collaboration and supportive services are imperative to its eradication.
